Russian Jewish Question

I have been able to track my husband's grandfather possibly back to a
ship and date based on his naturalization request. Looking at the
ship's manifest, he is not listed, nor is anyone close to his first
name or age. We have been told that he changed his name when he
arrived in the United States. His forms say he came from Moscow,
arriving in the United States in1901. Any suggestions on how to
proceed?
