Unable to find birth record - Bialystok

My grandmother, Mina Katz (Kac) was born in Bialystok in 1903.

I was able to locate her older brother, Chaim's 1901 birth record in
the JRI- Poland website (verified by the parents' names).

I am unable to find a record of her birth on the same website.

Any suggestions?

JRI-Poland has indexed all the Bialystok Jewish births between 1888 and
1912. Those birth indices up through 1905 are online and searchable. I
also searched for Mina or any other child of Mejer KAC and Elka
NOSOWICZ. There are none other than Chaim in 1901. I am almost 100% sure
that the birth of Mina was not registered in Bialystok. Two theories
come to mind. 1) Mina and other children of Mejer and Elka were born in
another nearby town, or 2) Mejer KAC did not register the births of his
daughters. In every year of Bialystok births that have been indexed, the
number of male births is at least 50% higher than female births. We know
this cannot be true. For example, in 1906 there were 627 male births
registered and 390 female births.
